COSERAM supports SEAMS-UAV Workshop for MANP Stakeholders

DAVAO CITY, PH, May 24-26 — Key personnel of partner agencies of the GIZ-COSERAM Programme underwent a three-day Socio-Economic Assessment Management Systems-Unmanned Aerial Vehicle (SEAMS-UAV) Workshop for the Mt. Apo Natural Park (MANP) stakeholders in Davao City on May 24-26, 2017 to learn how to operate the UAV and process its data for use in the implementation of the Mount Apo Natural Park General Management Plan 2010-2020.

The SEAMS-UAV Workshop, held under the Indigenous Practices for Conservation of Biodiversity (IP4BioDiv) Module, was a hands-on training on how to operate the UAV, make a flight plan, and analyze and process its data to generate maps. It was convened as part COSERAM’s overall focus on harmonizing different planning regimes towards peaceful and sustainable governance of natural resources. The Workshop addressed the constraints in developing informed plans and harmonizing them.

Franz-Fabian Bellot, COSERAM Technical Advisor, said the “advantages and challenges of this technology were discussed” as well as addressed the legal and cultural framework for drone usage in the Philippines.

“The technical training sessions focused on the utilization of UAV devices and the use of various software applications for flight planning as well as image processing and analysis,” he said.

Data collected during the workshop helped in reviewing, analyzing, processing and mapping the Mt. Apo Natural Park-Survey and Registration of Protected Area Occupants (MANP-SRPAO).

The workshop was done in cooperation with the Department of Environment and Natural Resources in Davao Region (DENR-11) through the Provincial Environment and Natural Resources Office (PENRO) of Davao del Sur (DdS) and Protected Area Management and Biodiversity Conservation Section (PAMBCS). Participants were personnel from CENRO Davao City, DENR-11 Regional Public Relations Office (RPAO), NCIP 11 & 13, NEDA 11, IP representatives of Region 11 and LGUs of Kidapawan City, Magpet Municipality and Davao City.

Prior to the workshop, COSERAM Senior Advisor Rudolph Elmo dela Cruz and Franz-Fabian Bellot paid a courtesy call to PENR Officer Pablito Ofrecia in Digos City and conducted a short introduction and drone flight test at the PENR Office.
